    Main Jail Fencing, Food Ports, and Fixtures Project

    MAIN JAIL FENCING, FOOD PORTS AND FIXTURES PROJECT

    SEALED BIDS will be received until 1:00 PM, on Friday, April 7, 2017, at the Pierce County Council Office, 10th Floor, Room 1046, County-City Building, 930 Tacoma Avenue South, Tacoma, WA 98402 for Main Jail Fencing, Food Ports, and Fixtures Project, BID # 1871. Bids received after the date and time above stated will not be considered. Immediately following the 1:00 PM deadline for submission, bids will be publicly opened and read aloud in the County Council Chambers. Bids must be submitted on the forms provided.

    PROJECT DESCRIPTION – BASIC WORK: The work proposed includes all the necessary *permits, fees, materials, equipment, labor, and related items to construct improvements to the Pierce County Main Jail located at 910 Tacoma Avenue South, Tacoma, WA 98402. The project work includes but is not limited to providing and installing detention lights, cuff/food ports to existing doors, interior security tier fencing, and installing necessary detention grade combination toilet/sinks including all the necessary controls, plumbing, vents, and sewer connections for a full and functional system. The quantity and location of the work is at various locations throughout the Main Jail as described on the construction drawings. The work will be sequenced to allow the contractor to perform in unoccupied units whenever possible while the Main Jail remains in operation during the construction.

    CONTRACT DOCUMENTS: Plans, specifications, addenda, and plan holders list for this project are available on-line free of charge from Builders Exchange of Washington, Inc. at http://www.bxwa.com. Click on: “Install” and follow instructions (first time users only); then click on “Posted Projects”, “Public Works”, “Pierce County”, “Projects Bidding”, and “Project Bid Date”. Note: Bidders are encouraged to “Register as a Bidder”, in order to receive automatic email notification of future addenda and to be placed on the “Bidders List”. This service is provided free of charge to Prime Bidders, Subcontractors, & Vendors bidding this project.     BID SECURITY: A 5% bid bond must accompany all bids, and a 100% payment and performance bond will be required from the successful bidder.

    TIME FOR COMPLETION: The successful bidder will be required to substantially complete all basic bid work within 150 CALENDAR DAYS OF NOTICE TO PROCEED. The contractor will have an additional 45 CALENDAR DAYS to reach Final Completion and Acceptance for a total of 195 CALENDAR DAYS.

    PRE-BID MEETING AND SITE EXAMINATION: A pre-bid walk-through will be held at 910 Tacoma Avenue S, 98402, on March 24, 2017 at 1:00 PM The walk-through meeting is anticipated to take approximately one hour and will include a tour of all areas involved in the project. Those planning to attend the walkthrough meeting will need to bring proper photo-identification with them to the walkthrough as they will be required to sign in to the secured facility. If you have a question about what constitutes proper identification, please call 253-798-7223. Tape measures and cameras will be allowed (no photos of inmates allowed), but no other tools may be brought into the Jail for the walk-through meeting. To attend the walk-through meeting, please meet on the 4th Floor of the Main Jail Reception off Tacoma Avenue. Please be on-time to the walkthrough as entrance into the secure facility will not be granted to contractors once the walk-through meeting has started.

    QUESTIONS: All questions regarding the drawing, project technical details and specifications, bid pack, substitution requests and clarification's and interpretations must be received per email by 4:00 PM, March 30, 2017, to allow all prospective bidders to be notified a sufficient amount of time prior to the bid date.
